NOTICE TO BIDDERS
PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the CITY OF SOMERS POINT for the Street Hockey Court Improvements and Reconstruction project in CITY OF SOMERS POINT, ATLANTIC County, New Jersey.

Said Bids will be received and opened in public at the City of Somers Point Municipal Building, 1 W New Jersey Ave, Somers Point NJ 08244 on August 25th 2026 at 10:00AM by the City’s Business Administrator/ QPA, Jason Frost
The project may include supply, delivery, and installation of the a street hockey court sport surface or approved equal in the Somers Point Recreation Department. This system will be utilized by the volunteers and players of the City of Somers Point for recreation activities. This project shall be completed in 120 calendar days from “Notice to Proceed”.
ALL BIDS ARE TO BE DELIVERED PRIOR TO THE BID OPENING DATE AND TIME.
The City of Somers Point reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the City of Somers Point.
Bids must be on the bid form, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Ms. Shelby Heath, Municipal Clerk, 1 W New Jersey Ave, Somers Point NJ 08244.
If a package must be hand-delivered, sealed responses should be delivered to the City of Somers Point Clerk’s Office, 1 W New Jersey Ave, Somers Point NJ 08244, 9:00AM to 5:00PM
Please ensure the bid submission envelope clearly bears the name and address of the vendor, the name and number of the bid and the date of the opening.
The award of the contract shall be made subject to the necessary moneys being provided by the City of Somers Point in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the City of Somers Point in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).
The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid.
The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

STREET HOCKEY COURT IMPROVEMENTS

The work to be performed under this contract includes the following:
Scope of the Bid – The supply, delivery, and potential installation of a Multi-Sport Surface system for the Somers Point Street Hockey Courts.
Base Bid – The design and delivery of a Multi-Sport Surface System; .80’ x 158’ Sport Court Surface; MS3, MultiSport Surface (Open Grid, Grid Top Tiles “12 inch X 12 inch X Y Inch” or improved equal to be used at the Somers Point Street Hocket Court. This court is proposed to have one surface 175 ft long by 75 ft wide, with a 20 ft radius.
Base Bid is for 1 (one) Court Only.
Alternate Bid 'A' – The design and delivery of a Multi-Sport Surface System; .80’ x 158’ Sport Court Surface; MS3, MultiSport Surface (Open Grid, Grid Top Tiles “12 inch X 12 inch X Y Inch” or improved equal to be used at the Somers Point Street Hocket Court. Alternate Bid ‘B’ includes design, deliver, and installation for 2 (two) Courts.

sheet (or spec sheet) is defined as a document that details the specifications and
features of a piece of equipment or product)
The work contemplated under this Contract shall be completed by 180 days from the date the contract is awarded.
Copies of plans, specifications, and contract documents (where applicable) will be on file for public inspection and may be obtained upon payment of $25.00, said sum not refundable, at Somers Point City Hall, 1 W. New Jersey Ave. Somers Point NJ 08244, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, excluding legal holidays.
Each bid must be made upon the prescribed forms, furnished with the any design drawings or plans (where applicable) and specifications with manufacturers cut/ spec sheet, including the non-collusion affidavit and ownership statement compliance form. A Consent of Surety and or/ a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00 may be requested. Such checks and Bonds shall be made payable to the Owner.
